| Name: Kumo Kumo no Mi [Cloud Cloud Fruit] Element: Water Style: Devil Fruit | Logia Description: The Kumo Kumo no Mi is a logia-type devil fruit that allows its user to manipulate, generate, and become any type of cloud, effectively turning the user into a Cloud Human (雲逃, Kumo Ningen). The Kumo Kumo no Mi shares common weaknesses with other logia-type devil fruits: seastone and haki. Special Abilities:+ User is able to create and become clouds of any kind at will (including clouds from sky island), making non-haki physical attacks useless. + User can freely manipulate the density and shape of clouds as they wish, including pre-existing clouds in nature. The user can also manipulate the clouds to produce various weather effects ranging from snow and hail to lightning and tornadoes. The range of the clouds he can manipulate will increase every rank. + User also has a high resistance to electricity and is able to act as a semiconductor, able to negate lightning attacks of his rank or below, and 50% from higher ranks. + User is highly durable to cold weather conditions and can adapt to changes in atmospheric pressure. + User can fly at will due to the unique characteristics of the Cloud Logia. - Rank F:
Name: Nimbus Rank: F Description: "Nimbus" is a technique which utilizes the user's special ability to produce a cloud of any type, even the clouds on sky island. The clouds he creates can produce lightning, rain, hail, snow, and tornadoes. Nimbus Clouds are clouds that have a radius that ranges from 0 to 6 meters. User can produce 5 Nimbus Clouds from rank F. Can produce multiple clouds in a post.
*Note: All "Nimbus" techniques can be used with pre-existing clouds in nature. Strengths: + User gains 5 Nimbus Clouds per rank up + Clouds can produce various weather effects
Weaknesses: - Winds that are 1 rank higher or above the cloud produced can blow it away - Higher ranked clouds can cause indiscriminate damage to allies - In especially dry environments, the user's cloud producing capability is cut by 75% due to the lack of moisture in the air. (20 Nimbus Clouds becomes 5 Nimbus Clouds). Duration: N/A Cooldown: 2
Name: Nimbus: Cadent Rank: F Description: "Nimbus: Cadent" is a technique in which the user makes a cloud produce its natural weather affect. For instance, it would make lightning fall from a thundercloud, rain fall from a cloud, snow fall from a cloud, etc. It's a technique that depends entirely on the environment (eg. can't make it snow on a tropical island). Strengths: + When the user repeats the word, after its 2 post cooldown, the weather affect becomes more intense (snow/hail/rain falls harder and more frequently, etc). + Different weather affects allows for creativity + Can be used in combination with "Nimbus: Turbo"
Weaknesses: - Each time the word "Cadent" is repeated, the cool down increases by 1. - The bonus effect mentioned above can only be repeated up to 3 times per topic. - Completely dependent on the environment - Winds that are 1 rank higher or above the cloud produced can blow it away Duration: Instantaneous Cooldown: 2

Name: Fulgur Flumine Rank: D Description:"Fulgur Flumine" is a technique in which the user of the Kumo Kumo no Mi turns an arm or leg into a thundercloud. The lightning of the thundercloud moves around like a stream and the user is able to control that stream. The lightning stream can be wrapped around the user's arm/leg or weapon and will shock anything it comes into contact with. Strengths: + The lightning stream can also be released as a lightning bolt, ending the technique. + Grants passive lightning damage for duration of technique.
Weaknesses: - Lightning cannot be controlled once it's released - Lightning bolt moves in a straight and linear path - Lightning damage ineffective against those with heat/lightning immunity Duration: 3 Cooldown: 4
Name: Nimbus: Caelestis Iaculi Rank: D Description: "Nimbus: Caelestis Iaculi" is a technique which condenses a cloud into 2 1-meter long arrows made of iron cloud. Strengths: + Being made of iron cloud, the arrows are very durable + Can use thundercloud to construct arrows, increasing destructive and penetrative power.
Weaknesses: - Use of thundercloud increases cooldown by 1 post - Arrows move in a straight and linear path after being fired and can be dodged with adequate awareness. - Arrows dissipate after 2 posts Duration: 2 Cooldown: 3

Name: Nimbus: Draco Albus Rank: C Description: "Nimbus: Draco Albus" is a technique in which the user manipulates a thundercloud into the form of a Chinese dragon that is 10 meters long. The claws and teeth of the dragon are as strong as iron and they shock anything that they scratch or bite, releasing a bolt of lightning when they strike. Strengths: + Moves according to the will of the user for 2 posts + The dragon can release a blast of lightning from its mouth, ending the technique
Weaknesses: ) - Dragon dissipates after 2 posts - Lightning damage ineffective against those with heat/lightning immunity - Winds that are 1 rank higher or above the dragon can blow it away Duration: 2 Cooldown: 4
Name: Nimbus: Turbo Rank: C Description: "Nimbus: Turbo" is a technique in which the user spins a cloud into a funnel cloud and sends it flying. The funnel cloud then grows into a tornado or sandstorm.
Nimbus Cloud | affects 10 meter radius wind speeds of ≤70mph 2 Nimbus Clouds | affects 20 meter radius wind speeds of ≤150mph Strengths: + Affects a wide range + Funnel cloud can produce any type of wind storm under the right circumstances + Thunderclouds can be used to create a tornado thunderstorm, with lightning bolts randomly discharged from the tornado. + User can produce a cloud in each hand (increasing duration and cooldown by 2 posts), with winds increasing from the second through fourth post by 20mph per post, before slowing down and dissipating in the final post.
Weaknesses: - Wind speeds decrease the further one moves from the center of the tornado - Due to the sheer magnitude of this technique, it can cause indiscriminate damage to allies - If the user doesn't end the technique within the first post, they lose control of it for the next 2 posts before it loses power. - Use of 2 clouds increases cooldown and duration by 2 posts - Use of thunderclouds increases cooldown by 1 post. Duration: Can travel for up to 3 posts Cooldown: 4

| Alright, storm powers, you'd make Dragon proud :p First off, in the bonus properties I don't think I can allow a solid speed boost like that (really you could simply fly everywhere and always be faster) and to give it a cooldown would basically make it a technique all it's own. So, if that were the case I would suggest making it a skill and we'll talk about balancing then.
Nimbus is going to need a reduction in numbers. The beginning ought to be at least halved with another 5 per rank would probably be acceptable. Also, keep in mind that Nimbus will be occupying a skill slot for each of the included ranks. Also, being able to shape the clouds into items and produce weather effects is a bit too much. Please pick one or the other ad then maybe have that as a separate ability which can compliment the clouds which are formed.
Caelestis Iaculi numbers are far too great for a rank D. Either this would require a massive decrease in quantity or be revamped as a higher ranked skill. Also,how long would you expect these can be maintain?You say you have no control once their launched, but if you can hold them indefinitely,then that's much less of a weakness :p
Draco Albus would need a vastly greater cooldown for the higher levels of cloud. If the dragon can be controlled by will, then it should should dissipate after several posts (2?) otherwise you could chase someone around forever.The lightning blast breath weapon should probably decrease the duration of the dragon (and maybe give some dimensions?)
Turbo is going to need speed reductions (keep in mind the very upper limits of a category 5 hurricane are 156mph your numbers would be apocalyptic XP )Though I like the control weakness you gave.
Alright, give those a tweak and we'll see where to go from there, alright? (also, if I'm not mistaken primary skills are given 3 slots per rank? Has something changed I'm unaware of? Kamina did the same. Or is this you secondary? That would fit) | |

| Okay, I've made some edits and overhauled "Nimbus", which changed the dynamic of most of my techs but whatever. For "Turbo", I was using tornado speeds, not hurricane speeds lol, but I've made some slight changes to that as well. BTW - PRIMARY & SECONDARY SKILL REGISTRATION wrote:
- First off you get 3 Techniques/Spells Split up between a Primary Skill and Secondary. You may split them up however you wish for every Rank you achieve but know you only get 3 Techniques per rank for both Primary and Secondary.
I plan on having a Secondary, so I'm just trying to reserve some skill slots for that. | |

| Terribly sorry for the delay I've had some renovations in my home and have had to deal with them in one way or another (thus my absence). Sorry to impact your 'dynamic' I'm simply trying to keep things mostly balanced.Okay, I misinterpreted the leveling system, sorry for the confusion.
Just to be certain, I think there ought to limit the use of the word 'Cadent' for that technique so as not to make it infinitely upgradable.
